Kit Contents

Each Asbestos Kit contains:

  • 1 x red inner asbestos sack
  • 1 x clear outer asbestos sack
  • 1 x 200mm wire tie

Personal protective equipment, respiratory protective equipment, disposable coveralls, gloves, warning tape, cleaning materials, polythene sheeting and removal tools are not included.

The kit provides waste-packaging components only. It does not provide everything required to inspect, remove, handle, transport or dispose of asbestos-containing materials safely and legally.

Asbestos Waste Disposal Kit

Our Asbestos Kit provides a convenient red inner sack, clear outer sack and wire tie for the double-bagging of appropriately sized asbestos waste.

The red sack acts as the inner layer and carries asbestos warning information. Once filled and securely closed, it should be placed inside the slightly larger clear outer sack. The outer sack is then sealed separately so the waste has two layers of containment.

The clear outer material allows the warning information on the inner sack to remain visible while providing the second layer required by the double-bagging process.

Each kit contains one complete red-and-clear sack combination, helping trained users keep the necessary inner bag, outer bag and tie together.

The kit is sold individually under stock code 9922.

Asbestos Kit Size and Specification

The product specification is:

  • Red inner sack: approximately 600mm wide x 915mm long
  • Approximate red sack size: 23.6 x 36 inches
  • Clear outer sack: approximately 625mm wide x 915mm long
  • Approximate clear sack size: 24.6 x 36 inches
  • Measurement order: width x length
  • Inner sack colour: red
  • Outer sack colour: clear
  • Closure: one wire tie
  • Wire-tie length: approximately 200mm / 7.9 inches
  • Pack contents: one red sack, one clear sack and one wire tie
  • Sales unit: sold per kit
  • Approximate kit weight: 0.05kg
  • Stock code: 9922

The dimensions are approximate manufacturing measurements. Therefore, small tolerances may apply.

The available product information does not state the polythene gauge, micron thickness or material composition of the individual sacks. Contact our sales team if these details or supporting certification are required before ordering.

Understanding the Sack Measurements

The 600mm x 915mm red sack forms the inner layer of the double-bagging system.

The 625mm x 915mm clear sack is slightly wider so that it can accommodate the sealed red inner sack.

These dimensions describe the sacks while they lie flat. They do not represent the dimensions of a rigid internal compartment.

As material enters the bag, part of the available width and length is used to create depth. Consequently, rigid waste measuring close to the complete flat dimensions may not fit safely.

Always allow enough unused material at the open end to close the inner and outer sacks securely. Do not overfill either bag.

Red Inner Asbestos Sack

The red sack provides the first layer of containment for appropriately sized asbestos waste.

Its red colour and asbestos warning information help identify the contents and distinguish the sack from ordinary general-waste bags.

Place only compatible asbestos waste inside the inner sack and avoid forcing oversized, sharp or rigid material through the opening.

Before use, inspect the sack for:

  • Punctures
  • Tears
  • Split seams
  • Damaged warning information
  • Contamination on the outside
  • Heat or storage damage
  • Previous use

Do not use a damaged sack.

After filling, remove excess air only in accordance with the approved working method and without squeezing, compressing or disturbing the contents in a way that could release fibres.

Secure the opening before placing the red sack inside the clear outer sack.

Clear Outer Asbestos Sack

The clear sack provides the second layer of the double-bagging system.

Its slightly larger 625mm width helps accommodate the filled and sealed red inner bag. Meanwhile, the transparent material allows the warning information to remain visible.

The outer sack must not replace the red inner sack. Both layers are required for the intended double-bagging arrangement.

Keep the outside of the clear sack clean. Do not place it inside the contaminated work area unless the relevant procedure specifically requires this and provides a suitable method of decontamination.

Once the red sack is inside, close the clear outer sack separately. Never rely on one tie or closure to secure both bags together.

200mm Wire Tie

Each kit includes one wire tie measuring approximately 200mm long.

The tie provides a practical method of securing a gathered sack opening. Apply it carefully so that it closes the bag without cutting or puncturing the polythene.

Do not leave sharp wire ends projecting where they could:

  • Puncture the outer sack
  • Injure the person handling the package
  • Catch on clothing or PPE
  • Damage adjacent waste packages
  • Interfere with transport or storage

The kit contains one wire tie. Depending on the approved sealing procedure, additional ties or closures may be required to seal both layers separately.

Confirm the closure method before starting work and make sure all necessary materials are available.

Why Asbestos Waste Is Double-Bagged

Asbestos waste requires secure packaging that prevents fibres from escaping.

The Health and Safety Executive states that asbestos waste includes asbestos products ready for disposal as well as contaminated materials, disposable PPE, cleaning rags and equipment that cannot be decontaminated.

HSE guidance says asbestos waste should be double-bagged or double-wrapped and appropriately labelled. Standard practice uses a red inner bag carrying asbestos warnings and a clear outer bag with the required hazard information visible. Read the official HSE guidance on disposing of asbestos waste before use.

Double-bagging provides two separate containment layers. However, it cannot compensate for unsuitable work practices, damaged sacks or incorrect disposal arrangements.

Suitable Contents of Asbestos Waste Bag Kit

Subject to the risk assessment, plan of work, applicable regulations and sack dimensions, the kit may be used for appropriately sized asbestos waste such as:

  • Small pieces of compatible asbestos-containing material
  • Contaminated disposable coveralls
  • Used disposable gloves
  • Disposable RPE where applicable
  • Damp cleaning cloths
  • Waste from approved asbestos tasks
  • Small contaminated plastic sheets
  • Other suitably sized contaminated disposable materials

Do not assume that every asbestos-containing material can be placed in these sacks.

The work category, material condition, fibre-release risk, dimensions and presence of sharp edges all affect the correct packaging and handling method.

Waste That Should Not Be Forced Into the Sacks

Do not force the following materials into the bags:

  • Large intact asbestos cement sheets
  • Oversized boards or panels
  • Sharp fragments likely to puncture the polythene
  • Hot materials
  • Free-flowing liquids
  • Leaking containers
  • Pressurised containers
  • Chemically incompatible materials
  • Waste that exceeds the available capacity
  • Any material requiring different certified packaging

HSE guidance says large pieces should not be broken into smaller pieces simply to fit them into bags. Suitable large items may instead require double-wrapping in appropriately specified polythene sheeting and correct labelling.

For example, HSE’s disposal guidance refers to double-wrapping large pieces in suitable 1000-gauge polythene sheeting rather than breaking them up.

Do Not Break Asbestos to Make It Fit

Never cut, snap, crush or break asbestos-containing material merely to fit it inside these sacks.

Breaking material can release additional fibres and increase exposure.

If the waste does not fit comfortably while leaving sufficient material to seal both sacks, stop and select a suitable alternative packaging method.

Large asbestos cement sheets and other oversized materials may need to remain intact and be double-wrapped using suitable heavy-duty sheeting.

Follow the relevant task sheet, risk assessment and plan of work. When uncertain, contact a competent asbestos professional or licensed contractor.

This Kit Does Not Authorise Asbestos Work

Purchasing an Asbestos Kit does not make asbestos work safe, lawful or non-licensable.

Asbestos awareness training only teaches workers how to recognise and avoid disturbing asbestos. It does not qualify someone to remove or work on asbestos-containing materials.

HSE explains that most work involving higher-risk asbestos-containing materials must be undertaken by a licensed contractor. Even non-licensed work requires appropriate information, instruction, training, risk assessment, control measures and equipment. See the official HSE asbestos training guidance.

Before starting any work:

  • Confirm whether asbestos is present
  • Identify the type and condition of the material
  • Determine whether the work is licensed, notifiable non-licensed or non-licensed
  • Complete a suitable risk assessment
  • Prepare an appropriate plan of work
  • Confirm that everyone involved has the necessary training
  • Arrange suitable control measures and equipment
  • Arrange lawful transport and disposal
  • Check whether notification or health surveillance requirements apply

If you discover or suspect asbestos unexpectedly, stop work, prevent access to the area and obtain competent advice.

Licensed and Non-Licensed Asbestos Work

The legal category of the work depends on the material, its condition, the task, the likely fibre release and the duration of exposure.

Some lower-risk activities may qualify as non-licensed work. However, certain non-licensed work remains notifiable and carries additional requirements.

Higher-risk work generally requires an HSE-licensed asbestos contractor.

Do not decide that work is non-licensed simply because the waste fits inside this kit.

Check the current HSE guidance on licensable and non-licensed asbestos work or consult a competent asbestos professional before proceeding.

PPE and RPE Are Not Included

This kit contains waste sacks and a wire tie only.

It does not include:

  • Respiratory protective equipment
  • Disposable coveralls
  • Gloves
  • Footwear
  • Eye protection
  • Type H vacuum equipment
  • Damp cleaning materials
  • Warning signs
  • Barriers
  • Decontamination equipment
  • Face-fit testing
  • Training

The required PPE and RPE depend on the risk assessment and task.

Anyone required to wear tight-fitting respiratory protection must use the correct type and size, wear it properly and have an appropriate face-fit test for that specific model.

Disposable coveralls and RPE can themselves become asbestos waste after use and may need to enter the approved disposal process.

How to Use the Asbestos Waste Bag Kit

Only trained and authorised people should use the kit as part of an approved asbestos-working procedure.

A typical double-bagging sequence is:

  1. Inspect the red and clear sacks for damage.
  2. Confirm the warning information is present and readable.
  3. Place the red inner sack in a stable position.
  4. Add only appropriately sized waste using the approved low-dust method.
  5. Avoid dropping, crushing or compressing the material.
  6. Leave enough unused sack length for secure closure.
  7. Close the red inner sack using the approved method.
  8. Check that the outside of the inner sack is suitably clean.
  9. Place the sealed red sack inside the clear outer sack.
  10. Close the outer sack separately.
  11. Check that the warning information remains visible.
  12. Transfer the package into the approved storage, transport and disposal process.

This summary does not replace task-specific training, the risk assessment, plan of work or official HSE instructions.

Avoiding Punctures and Damage

Sharp edges can puncture both layers and compromise containment.

Before bagging waste:

  • Identify projecting corners
  • Avoid creating smaller sharp fragments
  • Do not drag material across the sack
  • Keep the sacks away from nails and rough surfaces
  • Do not drop rigid waste into the bag
  • Support the filled sack during movement
  • Inspect both layers after closure

If the inner sack becomes punctured, follow the applicable emergency and waste-handling procedure. Do not continue handling it as though the double-bagging system remains intact.

Never repair an asbestos waste sack with an improvised patch unless an approved procedure specifically permits that method.

Do Not Overfill the Sacks

Leave sufficient unused material to gather and close each sack securely.

Overfilling may:

  • Prevent effective sealing
  • Place excessive strain on the seams
  • Increase puncture risk
  • Make the package difficult to handle
  • Cause material to press against the closure
  • Contaminate the outside of the bag
  • Lead to waste escaping during movement

HSE disposal guidance specifically cautions users not to overfill asbestos waste bags and to beware of sharp objects that could puncture the plastic.

If the waste does not fit comfortably, use another kit or select an appropriate alternative packaging method.

Handling A Filled Asbestos Waste Bag Kit

Assess the package before attempting to move it.

Do not drag filled sacks over concrete, gravel, debris, rough flooring or sharp thresholds.

Use an appropriate handling method that:

  • Supports the package
  • Avoids puncturing either layer
  • Prevents unnecessary compression
  • Keeps warning information visible
  • Prevents contamination from spreading
  • Complies with the plan of work
  • Protects workers and other people

If the package is too heavy or awkward for safe manual handling, use suitable equipment or divide the waste between additional kits where the approved procedure permits.

Never throw asbestos waste into a skip, vehicle or storage area.

Temporary Storage

Store sealed asbestos waste in a designated, controlled and secure area until lawful collection or disposal.

The storage area should prevent:

  • Unauthorised access
  • Accidental damage
  • Puncturing
  • Exposure to excessive heat
  • Interference with labels
  • Mixing with general waste
  • Contamination spreading
  • Packages being crushed by other materials

Do not place asbestos waste in an ordinary refuse bin or general-waste skip.

Follow the requirements of the relevant environmental regulator, waste contractor, site procedure and local authority.

Transport and Disposal

Asbestos waste must be transported and disposed of through the appropriate regulated route.

HSE guidance states that asbestos waste should be taken to a licensed disposal site. Transport may also require a waste-carrier registration and suitable vehicle arrangements.

Do not place asbestos waste into household refuse, mixed construction waste or an ordinary recycling collection.

Depending on the location and circumstances, users may need:

  • A registered waste carrier
  • Suitable enclosed or segregated transport
  • A hazardous or special waste consignment note
  • An authorised disposal facility
  • Correct hazard markings
  • Documentation retained for the required period

Requirements differ between England, Wales, Scotland and Northern Ireland. Confirm the current rules with the relevant environmental regulator and disposal facility before starting work.

UN-Approved Packaging and Transport Requirements

The product page states that asbestos waste must be double-bagged using appropriate packaging with the necessary hazard and asbestos information visible.

However, the available online specification does not separately publish the bags’ UN packaging approval number, test certificate or complete dangerous-goods classification.

Therefore, if the waste will be transported under dangerous-goods requirements, confirm the packaging approval and supporting documentation with our sales team before ordering or use.

Do not assume that colour, warning print or double-bagging alone establishes compliance with every transport requirement.

The consignor, carrier and other responsible parties must assess the waste, packaging and journey against the applicable legal requirements.

Single-Use Waste Packaging

Treat both sacks and the wire tie as single-use asbestos-waste packaging.

Do not empty, clean or reuse a sack after it has contained asbestos waste or contaminated disposable materials.

Once used, the complete package forms part of the regulated asbestos-waste stream and should remain sealed until it reaches the authorised disposal facility.

Unused kits should remain clean, dry and protected from damage.

Supplied as One Complete Asbestos waste bag kit

We sell the Asbestos Kit as one complete pack.

Each pack contains:

  • One red inner asbestos sack
  • One clear outer asbestos sack
  • One 200mm wire tie

Selling the product as an individual kit allows customers to order the number required for a particular task, subject to the risk assessment and waste estimate.

Always allow enough kits for the expected waste volume without overfilling. Additionally, keep spare kits available where the approved procedure requires contingency packaging.

Why Choose Our Asbestos Waste Bag Kit?

Our Asbestos Kit combines a red inner sack, slightly larger clear outer sack and 200mm wire tie in one convenient pack.

The red sack measures approximately 600mm x 915mm, while the clear outer sack measures approximately 625mm x 915mm.

This size difference allows the sealed inner bag to be placed inside the outer layer more easily. Meanwhile, the clear material keeps the warning information visible.

Supplying the components together helps trained users prepare the double-bagging materials required for appropriately sized asbestos waste.

The kit is sold individually and has an approximate complete weight of 0.05kg.

PPWR Compliance Information of Asbestos waste bag kit

Regulation (EU) 2025/40 on Packaging and Packaging Waste, commonly known as the PPWR, applies to packaging placed on the EU market.

We can provide available product specifications and supporting information to help customers complete their compliance assessments. However, polythene construction, warning print or use for regulated waste does not automatically confirm full PPWR compliance.

The responsible economic operator must assess the product and its intended use against all applicable requirements, including material composition, substances of concern, packaging minimisation, labelling and technical documentation.

Asbestos contamination will prevent reuse or conventional recycling after use. The packaging must remain within the regulated asbestos-waste disposal route.

Customers intending to place these products on the EU market should email sales@expresspackaging.co.uk to request the latest available documentation before making a PPWR compliance claim.

Material and Responsible Disposal of Asbestos waste bag kit

The exact material specification and recycled content of the sacks are not currently stated in the available product information.

Do not make claims about recycled content, recyclability, gauge, micron thickness or material composition without supporting documentation.

Unused and uncontaminated sacks should be stored for their intended asbestos-waste application rather than placed into general circulation.

Once a sack, tie or other component becomes contaminated with asbestos, it must enter the approved asbestos-waste stream. Do not attempt to separate it for conventional plastic or metal recycling.

Follow the instructions of the authorised disposal facility and relevant environmental regulator.

Important Safety Information of Asbestos waste bag kit

Asbestos fibres can cause fatal lung disease and cancer.

Do not disturb suspected asbestos-containing materials unless the work has been properly assessed and everyone involved has the necessary training, equipment and legal authority.

This kit provides waste sacks and a tie only. It does not include PPE, RPE, training, testing, removal equipment, transport or disposal.

Always:

  • Identify the material before work starts
  • Determine the legal category of the task
